Job summary

The Public Sector Fraud Authority (PSFA) is the UK government’s Centre of Expertise for the management of fraud and associated error against the public sector. It leads the Government’s Counter Fraud Function, which brings together the c.16,000 people who work in ministerial departments and public bodies to fight fraud.

The PSFA sits at the heart of government, reporting to HM Treasury and the Cabinet Office; sharing best practice across the public sector including devolved administrations and local governments.

The PSFA oversees, develops and operates the Government Counter Fraud Profession (GCFP). The GCFP builds pathways for counter fraud talent development across government. The GCFP team works with cross-sector experts to build training where there are identified gaps. It has established the GCFP Centre of Learning to deliver against the PSFA mandate for the GCFP learning delivery.

Government Counter Fraud Profession (GCFP)

The Government Counter Fraud Profession comprises more than 9,000 members drawn from around 85 public bodies working to fight fraud across the public sector. The GCFP brings together individual and organisational learning from across the public sector, enabling us to take our next steps in the fight against the constant threat of fraud.

The establishment of the GCFP and continued investment in counter fraud resources demonstrates the Government’s commitment to finding and dealing with fraud across the public sector.

The Profession sets out to tackle fraud head on by committing to invest in this group of highly skilled people, who are at the forefront of protecting public services and fighting economic crime. By providing the standards, guidance and tools for GCFP members to develop their knowledge, skills and experience, we will not only ensure public sector organisations benefit from a common understanding of the skills needed to counter fraud, but also recognise those professionals who lead the fight.

Through the empowerment of its members, throughout their careers, the community created around the GCFP will continue to grow and develop, to protect public services and fight economic crime

Job description

As part of the Strategy Engagement and Membership**team within the Practice Standards and Capability function, you will join a small and dynamic team building capability within the GCFP. The team brings together expertise to develop strategy, engagement plans and build the profile of the Profession as we continue our efforts to grow and evolve its reach and impact.

We are looking for a talented individual with the skills to help support the Head of Strategy Engagement and Membership to scale up and improve the value of the GCFP to members. The post holder should have a good understanding of the latest thinking on the professionalisation of Counter Fraud and will apply this to the strategic direction we should take.

This role would suit someone with a counter fraud or economic crime background, combined with previous experience of developing communications strategies across multiple channels, delivering engaging events and developing high-quality content for internal and external audiences.

They should be passionate about fighting fraud, challenging the status quo, making a difference, developing capability and shaping how the public sector effectively understands and reduces the impact of fraud. The role is interesting, demanding and fast-moving.

We are looking for an ambitious and outgoing colleague, who enjoys working across multiple organisations and sectors, and who engages with stakeholders at all levels with confidence.

Key deliverables and responsibilities of these posts will include

• Provide subject matter expertise input in the development, maintenance and continuous improvement of the Government Counter Fraud Profession’s digital membership platform, including maintaining integrity of the register.
• Support the Head of SEM and SEM Lead to oversee the Governance of the GCFP (e.g. GCFP Board, Cross Sector Advisory Group and other stakeholder groups).
• Lead on bespoke projects and work collaboratively with GCFP network groups to develop membership and communication products that will support and enhance the value of profession.
• Promote the GCFP by engaging proactively with members and prospective members, delivering presentations and representing the PSFA and GCFP at conferences and other in person events.
• Support the SEM Lead on the Contract Management tasks in relation to the GCFP membership platform.
• Provide updates to the GCFP Board on project work and membership activity.
• Support the engagement and communication strategy for the PSC teams and the GCFP, including the publication of articles, frequently asked questions , newsletters, journals, blogs etc.
• Support the organisation of the annual in person GCFP Membership Conference by supporting the team in the planning and delivery of a high quality professional development event for members.
• Support the Head of SEM to grow the range of membership benefits for members across the GCFP.
• Duties within the scope of the grade and within the limits of their skill, competence and training.
• Travel, as required, to other locations in the United Kingdom including the PSFA locations (currently Glasgow, London, Newcastle, York and Manchester will be required).

Person specification

Essential Criteria

• Excellent communication and stakeholder management skills, including ability to build networks through engagement across sectors. (lead)
• Ability to act as a subject matter expert on the Government Counter Fraud Profession when working with delivery partners.
• Ability to produce engaging and visually compelling content and confidently present it to various audiences (via digital channels and in person).
• Understanding of data governance processes, for example knowledge of General Data Protection Regulation.
• Excellent written and drafting skills with the ability to produce briefings for seniors and communication content for digital platforms.
• Experience of in person events management e.g. conferences, networking events
• Ability to manage conflicting priorities and pressures and work to deadlines.
• Excellent project management and/or organisational skills.

Desirable Criteria

• Practitioner experience of working in counter fraud, economic crime or anti-bribery & corruption.
• Experience working with Content Management Systems/online registers
