Job Summary

The Assets & Compliance Lead is responsible for ensuring that St George Housing's property portfolio remains safe, compliant and maintained to the highest possible standard.

The postholder will lead the organisation's asset inspection programme, oversee statutory compliance, manage repairs and maintenance, and provide assurance to the Executive Team and Board that SGH continues to meet all legal, regulatory and health and safety obligations.

The role combines property surveying, compliance management and asset intelligence, providing the information needed to make strategic investment decisions whilst ensuring residents live in safe, well-maintained homes.

Duties

• Asset Inspections
• Carry out comprehensive property inspections across the SGH portfolio.
• Undertake Housing Health and Safety Rating System (HHSRS) inspections and identify Category 1 and Category 2 hazards.
• Complete pre-acquisition property inspections before SGH enters into lease or management agreements.
• Produce detailed inspection reports using Inventory Base, including photographs, schedules of condition, repair recommendations and risk assessments.
• Assess property condition, compliance, suitability and lifecycle investment requirements.
• Identify defects, damp and mould, disrepair, fire safety concerns and health and safety risks.
• Recommend whether properties meet SGH's acquisition standards and provide clear recommendations to senior management.
• Repairs & Maintenance-Lead the day-to-day management of responsive repairs.
• Raise repair orders and instruct contractors.
• Monitor contractor performance against agreed service levels.
• Ensure repairs are completed within required timescales.
• Review completed works to ensure quality and value for money.
• Maintain accurate repair records.
• Analyse repair trends and identify recurring issues across the portfolio.
• Produce regular performance reports on repairs expenditure, response times and contractor performance.
• Compliance Management*-*Take operational responsibility for statutory compliance across the housing portfolio including:

The postholder will

• Maintain the organisation's compliance registers.
• Ensure inspections are completed before expiry dates.
• Commission compliance contractors.
• Monitor remedial actions.
• Ensure zero overdue statutory compliance.
• Report compliance performance to the Executive Team and Board.
• Asset Data & Reporting
• Maintain accurate asset records.

Contractor Management

• Procure contractors in accordance with SGH Procurement Policy.
• Monitor contractor KPIs.
• Undertake quality inspections of completed works.
• Manage contractor performance meetings.
• Ensure contractors comply with health and safety requirements.
• Challenge poor performance and recommend contract improvements where necessary.

Resident Safety

• Ensure resident safety remains at the centre of all asset management decisions.
• Respond promptly to health and safety concerns raised by residents.
• Investigate reports of damp, mould, hazards and disrepair.
• Work closely with Housing Officers to minimise risks to residents.
• Ensure appropriate temporary measures are implemented where urgent risks are identified.

• Assist with the development of planned maintenance programmes.
• Identify opportunities to improve property quality.

• Maintain accurate records and documentation.
• Prepare reports for the Executive Team
• Support organisational growth through property due diligence.
• Promote continuous improvement across asset management.
• Undertake any other duties appropriate to the role.
• Ensure Inventory Base and asset management systems remain up to date.
• Produce monthly asset and compliance reports.
• Collate repairs, maintenance and compliance data.
• Analyse trends to support investment decisions.
• Develop property condition information to support future business planning.
• Monitor component lifecycles and planned maintenance requirements.

EssentialQualifications

• Level 4 qualification (or equivalent experience) in Building Surveying, Construction, Asset Management, Property or Housing.
• Full UK Driving Licence.

Experience

• Experience carrying out HHSRS inspections.
• Experience inspecting residential properties.
• Experience managing repairs and maintenance.
• Experience overseeing statutory compliance.
• Experience producing detailed property inspection reports.
• Experience managing contractors.
• Experience working within social housing, supported housing or residential property.
