Purpose of the Role

As a Block / Facilities Manager, you will take responsibility for the operational management, compliance, safety and maintenance of a portfolio of residential blocks and communal assets. You will ensure buildings remain safe, compliant, well-maintained and deliver an excellent living environment for residents.

The role requires effective management of planned and reactive maintenance, statutory compliance, service partners, budgets and resident communications, ensuring all legal and regulatory obligations are met within required timeframes. You will work closely with internal teams, contractors and residents to maintain high standards across the portfolio while driving continuous improvement.

Key Responsibilities

  • Manage all statutory and regulatory compliance requirements across the portfolio.
  • Ensure all compliance certification is obtained, reviewed, monitored and renewed within legally required timeframes.
  • Verify the validity and accuracy of compliance documentation, including but not limited to:
  • Fire Risk Assessments (FRA)
  • Fire door inspections
  • Emergency lighting inspections
  • Gas Safety Certificates
  • EICRs
  • Lift inspections and servicing
  • Water hygiene and Legionella assessments
  • Identify inaccuracies, omissions, defects or non-compliant information within certification and escalate for immediate resolution.
  • Maintain robust compliance records and audit trails within relevant systems.
  • Ensure all remedial actions arising from inspections, assessments and compliance reports are completed within required legal, risk-based and contractual timescales.
  • Support building safety initiatives and contribute to a strong compliance culture across the business.

Facilities, Block & Property Management

  • Inspect new developments to assess the plant and building contents and draft management plans and requirements.
  • Review O&M manuals to ensure PPM regimes are conducted timely and as required
  • Manage all reactive, planned and preventative maintenance activities across the portfolio.
  • When required, manage the residential homes within certain developments
  • Oversee the delivery of Planned Preventative Maintenance (PPM) programmes, ensuring works are completed on time and to required standards.
  • Monitor contractor performance against SLAs, KPIs and contractual obligations.
  • Raise work orders, obtain quotations, approve expenditure within authority levels and verify completed works.
  • Ensure high-quality standards are maintained across communal and external areas.
  • Conduct regular site inspections to assess building condition, identify risks and ensure effective asset management.
  • Manage remedial works arising from inspections, compliance reports & resident reports
  • Oversee the management and maintenance of communal areas, ensuring they remain clean, safe and presentable.
  • Ensure landscaping, waste management, lighting, signage and shared areas are maintained to agreed standards.
  • Ensure residents receive timely communications regarding planned works, compliance activities and building updates.
  • Support leasehold, tenancy and occupancy management activities where required.
  • Work collaboratively with wider operational teams to ensure a seamless resident experience.

Financial Management & Budget Control

  • Support the preparation and management of block budgets and operational expenditure.
  • Ensure expenditure is controlled and managed in line with approved budgets.
  • Review invoices and contractor costs for accuracy and value for money.
  • Identify opportunities to reduce costs while maintaining service quality and compliance standards.

Performance, Reporting & Continuous Improvement

  • Maintain accurate operational records and management information within business systems.
  • Track compliance performance, maintenance delivery, contractor performance and resident satisfaction metrics.
  • Identify trends, recurring failures and emerging risks across the portfolio.
  • Provide insight and recommendations to improve operational performance, customer experience and compliance outcomes.
  • Support continuous improvement initiatives and implementation of best practice processes.

Skills & Experience

Must Have

  • 5+ years' experience in block management, facilities management, residential property management or a similar role.
  • Strong knowledge of UK property compliance, building safety and health & safety legislation.
  • Experience managing statutory compliance programmes and complex remedial workstreams.
  • Experience managing contractors, service providers and maintenance programmes.
  • Strong understanding of Planned Preventative Maintenance (PPM) programmes.
  • Experience managing budgets and controlling operational expenditure.
  • Excellent stakeholder management and communication skills.
  • Strong attention to detail with the ability to identify compliance risks and documentation inaccuracies.

Nice to Have

  • IOSH, NEBOSH, IWFM, IRPM or The Property Institute (TPI) qualification.
  • Experience using Qube, Fixflo or similar property management systems.
  • Knowledge of Building Safety Act requirements and residential building compliance frameworks.
