We’re looking for a highly organised, proactive and confident Compliance & HR Officer to join our growing specialist healthcare business.
This isn’t a role for someone who wants to update spreadsheets, send reports and wait for the next task.
We need someone who likes to own things.
Someone who can look at a compliance tracker, HR process or training report, quickly work out what needs attention, contact the right people, keep following it up and make sure it actually gets finished.
You’ll be working across HR, employee compliance, training, audits and regulatory processes — helping keep the people side of a busy, highly regulated healthcare organisation running properly.

You do not need to come from healthcare and you do not need a CIPD qualification.
Experience in HR, compliance, recruitment, training, regulated services or another process-driven environment would be useful, but we are just as interested in how you work.
If you are bright, practical, quick to learn and the kind of person who thinks “leave it with me” and genuinely means it, we’d like to hear from you. The formal JD similarly makes clear that healthcare-specific compliance experience is not essential and that the successful person can learn Paragon's systems and requirements once in post.

Paragon Home Healthcare provides compassionate, dignified and high-quality specialist nursing and care in people’s homes. Expert care is delivered to our clients (patients) in their own homes by carefully selected and trained care staff teams who are supported by Coordinators, Recruiters, Care Managers, Clinical colleagues and operational support teams.
We provide specialist care for clients with a range of complex healthcare needs including spinal injuries, respiratory conditions, strokes, neurological conditions and other high-acuity care requirements. Paragon operates in a highly regulated environment and holds SIA Trusted Partner status, reflecting the level of assurance, compliance and standards expected across the business.
Purpose of role
The Compliance & HR Officer is responsible for the day-to-day management and follow-through of employee compliance, personnel administration, training compliance and associated HR processes across Paragon Home Healthcare.
The role starts from the point an individual becomes an employee and supports our existing caseload model by ensuring the underlying personnel and compliance processes work consistently. The postholder will identify what is due or outstanding, take the appropriate action, follow up with employees and managers and continue progressing matters until they are resolved or require escalation.
This is an ownership role, not simply an administrative or reporting role. The postholder will be expected to work independently, learn and follow established processes, use data and reporting to identify what requires action and ensure actions are progressed efficiently through to completion.
The role works across Clinical, Coordination, Recruitment and SMT but does not take over their operational, clinical or management responsibilities. The aim is to make sure the personnel and compliance processes supporting these teams are reliable, well organised and consistently followed through.
Duties and Responsibilities

Personnel Compliance & HR Administration
- Take day-to-day ownership of employee personnel compliance, ensuring records are complete, accurate and current.
- Monitor and action Right to Work requirements, DBS checks and renewals, visas/work permissions and other time-limited employment documentation.
- Maintain accurate employee records, personnel files, HR systems and compliance trackers.
- Identify upcoming expiries, missing information and compliance gaps and follow these through directly with employees and relevant managers.
- Draft and send routine HR and employment correspondence, including probation, absence, employment changes and other employee matters using agreed processes and templates.
- Support routine HR and personnel processes and ensure actions, documentation and deadlines are followed through.
- Escalate unresolved or higher-risk compliance and HR matters through the appropriate route.
Training Compliance
- Maintain the training matrix and monitor mandatory training compliance across the workforce.
- Identify upcoming and overdue training requirements and proactively follow these up with employees and managers.
- Manage the administrative aspects of PING and other training/compliance systems and maintain accurate training records.
- Produce clear training compliance information and reports and follow outstanding actions through to completion or escalation.
- Work with Clinical colleagues where training relates to competence, retraining or clinical requirements, with clinical decisions remaining with the appropriate Clinical Lead/Manager.
Investigations, Regulatory & Compliance Support
- Support Investigating Officers by collating records, statements, correspondence and other evidence, maintaining investigation documentation and assisting with actions and timelines.
- Draft and issue investigation and employee relations correspondence using agreed processes and templates.
- Arrange and provide administrative support for investigation, HR and other relevant meetings as required.
- Collate information and evidence required for regulatory reports, notifications, commissioners and other external requirements.
- Support the Registered Manager, Safeguarding Lead, Clinical Team and SMT with regulatory and compliance administration and ensure matters requiring their input are escalated through the appropriate route.
Auditing, Monitoring & Process Support
- Complete regular personnel, training, HR and compliance audits and maintain agreed audit schedules.
- Identify actions arising from audits and take ownership of following these through with the relevant people until completed.
- Maintain compliance trackers and produce clear reporting on compliance levels, outstanding actions, deadlines and areas of risk.
- Use data and reporting to identify trends, recurring gaps and areas requiring action.
