Job Title: Financial Intelligence Officer - Payback Unit

The salary is broken down as £ 33,219 basic salary, which will increase annually until you reach the top of the scale £ 35,541. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Contract: 2 Year Fixed term contract

Hours: 36 hours per week- Monday- Friday

The Metropolitan Police (MPS) Payback Teams operate within the Economic Crime Command, which brings together a wide range of specialist capabilities to tackling serious and organised criminality. A core objective of the Command is to prevent offenders from benefitting financially from their criminal activity.

Payback Units are embedded within frontline investigation teams and play a vital role in:

Supporting local investigations through the provision of financial investigation expertise and intelligence

Strengthening asset recovery under the Proceeds of Crime Act (POCA), including cash seizures, asset freezing and confiscation proceedings

Promoting the use of POCA as an effective tool for crime disruption and prevention

The successful candidate will make a meaningful contribution to removing the financial incentives that drive criminality. This role offers the opportunity to support frontline policing by disrupting serious and high-harm offending, helping to safeguard communities across London.

Comprehensive specialist training and a structured career pathway will be provided. Candidates will be supported to achieve accreditation as a Financial Intelligence Officer, followed by progression into Financial Investigation and POCA Civil Recovery qualifications. These accreditations attract enhanced banding and provide further opportunities for career development.

FIO Key Responsibilities

Gather, develop and analyse financial intelligence to support ongoing investigations and identify investigative opportunities

Identify opportunities to utilise POCA powers and support the development of asset recovery strategies

Review taskings from internal partners and provide financial intelligence support

Conduct detailed research using a range of intelligence systems, databases and financial information sources.

Maintain accurate and auditable records in line with legislative and organisational requirements

Ensure compliance with relevant legislation, policies and information management standards

Maintain FIO accreditation and Continuing Professional Development in line with the Proceeds of Crime Centre (PoCC) requirements.

The key responsibilities will change as you gain POCA accreditations.

FI Key Responsibilities

Maintain FI/FIO accreditation in line with Proceeds of Crime Centre (PoCC) requirements, including ongoing Continuing Professional Development.

Complete CRiSP training and achieve accreditation to utilise Part 5 POCA powers

Identify and pursue opportunities to recover criminal assets using relevant POCA powers.

Attend Magistrates’ and Crown Courts to obtain POCA orders and present evidence in support of financial investigations

Identify and pursue opportunities to recover criminal assets using POCA powers, including cash seizure, account freezing and forfeiture

Attend Magistrates and Crown Courts to apply for POCA orders and present evidence in support of financial investigations.

Lead on the financial aspects of designated operations, working closely with investigating officers, attending briefings and contributing to investigative strategy

Provide specialist financial intelligence, investigation support and advice across the MPS

Prepare case files, ensuring all evidential and disclosure requirements are met

Maintain accurate and auditable records demonstrating effective decision-making and compliance with legislative and organisational standards

Support Confiscators with complex financial enquiries.

Essential For The Role

Essential criteria for the Role

Proven experience leading or supporting criminal or financial investigations

Strong understanding of investigative processes, including evidence handling and intelligence development

Proven ability to use intelligence systems and databases to research, retrieve and interpret information effectively.

Strong analytical skills, with experience interpreting complex financial and intelligence data

Working knowledge of the criminal justice system, including evidential standards and case file preparation.

Experience of working with large datasets, financial systems and intelligence databases.

Ability to explain complex information in a structured and clear manner

Strong verbal communication and presentation skills, with experience briefing a range of audiences.

High level of accuracy and attention to detail, producing clear, defensible findings.

Desirable Criteria

Previous experience working in a Financial Investigation role.

Experience preparing evidential material and attending court proceedings

Working knowledge of relevant legislation, including Proceeds of Crime Act (POCA)

Experience of asset recovery processes

Background in policing, law enforcement, financial services or a regulatory environment.

Relevant professional qualifications in finance, criminology, intelligence or related fields.
