Job Overview
We are looking for a Regulatory Affairs Manager to take day-to-day ownership of regulatory compliance for our clients’ nicotine containing product portfolios, e-liquids, vaping devices, heated tobacco products, nicotine pouches and related consumables, across UK and EU markets.
You will manage notifications and registrations end to end, review technical dossiers, labelling and artwork, advise clients directly on what a given regulation requires of them, and act as an early-warning system for regulatory change. The UK regulatory team is small, so this is a hands-on role with real autonomy: you will own your client accounts, and you will work closely with colleagues across the wider business and with the scientific teams at Inter Scientific.
About us
Inter Regulatory Ltd is the regulatory consultancy arm of the Scientific Holdings group, based at our head office in Liverpool. We help manufacturers, brand owners, importers and distributors of nicotine containing products place compliant products on the UK, EU and international markets, and keep them there as the rules change.
We work alongside Inter Scientific, an ISO/IEC 17025 accredited analytical laboratory specialising in nicotine products, medical devices, pharmaceuticals, cosmetics and novel foods. That combination of laboratory science and regulatory expertise under one roof is what sets us apart: our advice is grounded in data we generate ourselves, and our clients get testing and submissions handled as a single joined-up service.
The nicotine regulatory landscape is changing faster now than at any point since 2016. The Tobacco and Vapes Act 2026 is bringing nicotine pouches and a new product registration regime into UK law, and the European Commission is preparing a revision of the Tobacco Products Directive. Our clients need a partner who can read those changes early and translate them into practical action.
What you’ll need
Essential
- Three to five years’ experience in regulatory affairs, product compliance or a closely related field.
- Demonstrable hands-on experience of nicotine containing products and of TRPR and/or TPD notification processes.
- Working knowledge of CLP classification and labelling, and of poison centre notification.
- Familiarity with general product safety requirements (GPSR / GPSR 2005) and the duties of economic operators.
- A degree in chemistry, biology, toxicology, pharmacy, life sciences, law or a comparable discipline, or equivalent practical experience.
- Confident client-facing communicator, able to explain technical requirements to non-technical audiences in writing and in person.
- Strong attention to detail and the discipline to maintain accurate records under deadline pressure.
- Able to prioritise across multiple clients and projects with limited supervision.
Desirable
- Direct experience of the EU-CEG portal and of the MHRA submission system.
- Experience of nicotine pouches, heated tobacco or other oral nicotine products.
- Consultancy or agency experience, or experience managing external clients commercially.
- Knowledge of member state specific requirements across multiple EU markets.
- Experience of markets beyond the UK and EU (for example the US, Middle East or Asia-Pacific).
- Understanding of analytical testing methods for nicotine products and the ability to interpret laboratory data.
- Experience of SDS authoring, REACH, batteries or WEEE producer responsibility.

Responsibilities
UK regulatory compliance
- Prepare, submit and maintain product notifications under the Tobacco and Related Products Regulations 2016 (TRPR), including emissions and ingredients data, toxicological information and annual sales reporting via the MHRA submission portal.
- Track implementation of the Tobacco and Vapes Act 2026 and its secondary legislation and advise clients on the practical consequences, including the extension of controls to nicotine pouches, the forthcoming product registration scheme intended to replace current MHRA notification, retail licensing, and anticipated restrictions on flavours, packaging, display and advertising.
- Assess product compositions and device specifications against TRPR requirements (nicotine strength and volume limits, ingredient restrictions, child-resistant and tamper-evident packaging, leaflet and labelling content) and flag non-compliance before it reaches the market.
- Support clients with Trading Standards, MHRA and Border Force queries, product recalls and corrective actions.
EU regulatory compliance
- Manage Article 20 notifications under the Tobacco Products Directive (2014/40/EU) through the EU Common Entry Gate (EU-CEG), including submitter ID management, product IDs, six-month pre-market timings and post-market updates.
- Navigate national transpositions and member state specific requirements, additional fees, language and labelling variations, flavour bans and pouch-specific national rules, and maintain a working country-by-country picture for client markets.
- Monitor the revision of the Tobacco Products Directive and the Tobacco Advertising Directive following the Commission’s 2026 call for evidence and prepare clients and the business for the proposals expected to follow.
- Coordinate with our Barcelona office and EU-based Responsible Persons / Authorised Representatives on behalf of clients placing products on the EU market.
Chemicals classification, labelling and safety data
- Classify and label e-liquids and other nicotine containing mixtures under GB CLP and Regulation (EC) No 1272/2008 (EU CLP), including hazard and precautionary statements, pictograms, supplemental labelling and child-resistant fastening / tactile warning requirements.
- Prepare and submit Poison Centre Notifications and generate UFI codes under CLP Annex VIII for EU and GB markets.
- Review and issue Safety Data Sheets and manage translations for client markets.
- Keep the business current on the CLP amendments introduced by Regulation (EU) 2024/2865, including new hazard classes and revised label format, advertising and distance-selling rules, with several obligations now applying from 1 January 2028, and on divergence between GB CLP and EU CLP.
General product safety and wider compliance
- Apply the EU General Product Safety Regulation (EU) 2023/988 and the UK General Product Safety Regulations 2005 to client portfolios: risk assessment, technical documentation, traceability, economic operator responsibilities, online marketplace obligations and incident reporting.
- Advise on adjacent regimes that apply to nicotine products and devices, UK REACH and EU REACH, the EU Batteries Regulation (EU) 2023/1542, WEEE and battery producer responsibility, packaging and packaging waste requirements, UKCA and CE marking, and applicable electrical safety and EMC requirements for devices.
- Support clients on advertising, promotion and claims compliance, including CAP and BCAP rules and the advertising and sponsorship restrictions taking effect under the Tobacco and Vapes Act 2026.
- Contribute to compliance work on emerging product categories and on international markets as the business expands.
Client delivery and commercial support
- Act as the regulatory point of contact for a portfolio of client accounts, running scoping calls, presenting findings, writing clear written advice and defending positions under challenge.
