At GRAHAM, we are a trusted Facilities Management partner delivering safe, compliant, and high-performing estates across critical public services. We are seeking an experienced Asset and Compliance Officer to support a portfolio of Blue Light and Local Authority contracts across the West Midlands.

This role is responsible for ensuring the effective management of building assets, statutory compliance, and the operational performance of critical infrastructure across a diverse, multi-site estate. The portfolio will include operationally sensitive environments, where reliability and resilience are essential.

The Asset and Compliance Officer will report on the delivery of planned and reactive maintenance, lifecycle planning, asset condition management, and multi-disciplinary engineering services, ensuring assets remain safe, compliant, and fit for purpose in supporting front-line services.

The Asset and Compliance Officer will

  • Develop and oversee planned preventative maintenance (PPM) programmes, ensuring statutory compliance and contract delivery across all sites
  • Manage planned, reactive, and remedial works in line with contractual KPIs and service expectations
  • Manage supply chain partners to ensure safe, compliant, and high-quality delivery
  • Maintain accurate asset registers and manage asset performance, condition, and risk prioritisation
  • Maintain asset drawings linking them to the asset register and ensuring these are accurate at all times
  • Ensure CAFM/CMMS systems are maintained with up-to-date asset and compliance data
  • Develop lifecycle and capital replacement plans aligned to client priorities and budget constraints
  • Support business continuity by ensuring critical systems are maintained and resilient, particularly in operational Blue Light environments
  • Conduct and oversee compliance audits, ensuring corrective actions are implemented
  • Prepare KPI reports, technical updates, and performance dashboards for internal and client stakeholders
  • Review of service and compliance paperwork to ensure it is completed correctly and all assets have been inspected and/or maintained. Records to be kept and reports produced at asset level
  • Prepare planned maintenance instruction packs across all contracts to include specifications, asset details and location drawings
  • Build strong relationships with client representatives across emergency services and local authorities
  • Ensure all works are delivered in line with Health & Safety legislation and GRAHAM standards
  • Drive continuous improvement, risk reduction, and service innovation across the portfolio
  • Represent GRAHAM professionally, particularly in high-profile and sensitive operational environments
  • Lead and conduct asset verification exercises on new and existing contracts

About You

Essential Criteria

1. Expereince in Building Services, Engineering, Facilities Management, or related field

2. Proven experience managing FM services across multi-site estates, ideally within public sector or critical infrastructure

3. Strong technical knowledge of M&E systems, HVAC, electrical systems, and building services

4. Experience in asset management, lifecycle planning, and CAFM/CMMS systems

5. Experience leading engineering teams and managing specialist contractors

6. Strong understanding of statutory compliance (e.g. L8, F-Gas, electrical safety, fire systems, PUWER, LOLER)

7. Ability to operate in operationally sensitive environments where service continuity is critical

8. Excellent stakeholder management and communication skills

9. Full UK driving licence and willingness to travel

Desirable Criteria

1. Experience working within Blue Light, emergency services, or local government estates

2. Understanding of critical environments (e.g. control rooms, custody suites, response facilities)

3. Experience in lifecycle modelling and asset analytics

4. Knowledge of sustainability and energy management strategies within public sector estates

5. Experience managing minor works or capital projects

6. Professional membership or working toward accreditation (IWFM, CIBSE, IET, etc.)

7. Experience preparing technical reports, business cases, and investment plans
